The National Police Association Supports Senate Passage of the Combating Organized Retail Crime Act

INDIANAPOLIS, Oct. 2, 2026 /PRNewswire/ -- The National Police Association (NPA) endorses the Combating Organized Retail Crime Act (CORCA) (S. 1404 / H.R. 2853), bipartisan legislation led by Sen. Chuck Grassley (IA) and Catherine Cortez Masto (NV) in the Senate, and Rep. David Joyce (OH-14) and Susie Lee (NV-03) in the House. The bill would establish an Organized Retail and Supply Chain Crime Coordination Center, housed within Homeland Security Investigations at the Department of Homeland Security. The purpose is to coordinate investigations and share information among federal, state, and local law enforcement and private-sector partners.

The House passed H.R. 2853 on May 12, 2026, by a vote of 348 to 60. The Senate companion remains before the Judiciary Committee and has been offered by supporters as an amendment to the FY 2027 National Defense Authorization Act (NDAA); text for the Senate bill is here, the House bill text is here.

The bill also provides federal prosecutors with legal tools. It expands money-laundering statutes, treats certain gift cards as monetary instruments, and authorizes forfeitures. It would let prosecutors combine the value of multiple smaller thefts over a 12-month period to meet the minimums required for federal charges.

"This would provide prosecutors with a practical way to build cases against retail theft networks operating across state lines," said Paula Fitzsimmons, Legislative Director, National Police Association.

Organized retail crime contributes to increased costs and store closures in some communities. It's also a public safety issue.

"Law enforcement has reported that perpetrators often use aggression. Federal cases have also linked some retail crime networks to broader organized crime," Fitzsimmons added.

The NPA urges the Senate to pass the Combating Organized Retail Crime Act (CORCA) as a standalone bill or as part of the FY 2027 NDAA. It will provide federal, state, and local law enforcement agencies with a coordination center, and prosecutors with tools against interstate theft.
